If the federal government has taken action to cap the annual interest rate that credit cards can charge after Issuance and before Jan 1, 2027, then the market resolves to Yes. The action does not need to be effective in the market's time frame. For example, the passing of a bill between Issuance and before Jan 1, 2027 that imposes a cap, even if the cap is not effective until after Jan 1, 2027, is encompassed by the Payout Criterion. This market will close and expire early if the event occurs.
