If New York City’s congestion relief fee (the “Central Business District Tolling Program”) has ended, or its fee has been set to $0, after Issuance and before Jan 1, 2027, then the market resolves to Yes. An announcement (or, for example, legislation forcing it) that it will end is sufficient to resolve the market to Yes, even if that has not yet taken effect. A pause or injunction on the congestion pricing toll is not sufficient to resolve this market to Yes. This market will close and expire early if the event occurs.
